What Is a Child Development Permit?
The California Child Development Permit is issued by the California Commission on Teacher Credentialing (CTC). It authorizes individuals to provide care, development, instruction, and, at higher permit levels, supervision and administration in California child care and development programs.
A Child Development Permit is different from a college certificate or degree. College certificates and degrees are awarded by Cosumnes River College, while the Child Development Permit is issued by the State of California through the CTC.
Child Development Permits are particularly important for individuals who work, or plan to work, in state-funded early childhood education and child development programs. Requirements vary depending on the level of responsibility authorized by the permit. (California Commission on Teacher Credentialing [CTC], n.d.).
Current Child Development Permit
The current Child Development Permit system remains in effect at this time.
The current system includes six permit levels, with progressively higher education and experience requirements. Individuals may begin at one level and move to higher permit levels as they complete additional coursework, degrees, and professional experience.
| Current Permit Level | General Preparation | What the Permit Authorizes |
|---|---|---|
| Assistant | 6 units of ECE/CD | Assist with the care, development, and instruction of children under supervision |
| Associate Teacher | 12 units of ECE/CD, including core coursework, plus required experience | Provide instruction and supervise an Assistant |
| Teacher | 24 units ECE/CD, 16 general education units, and required experience | Provide instruction and supervise Associate Teachers, Assistants, and aides |
| Master Teacher | Teacher-level coursework plus specialization and adult-supervision coursework and additional experience | Provide instruction and supervision and coordinate curriculum and staff development |
| Site Supervisor | Associate degree/60 units, required ECE/CD, administration and adult-supervision coursework, and experience | Supervise a single-site program and coordinate curriculum and staff development |
| Program Director | Bachelor's degree, required ECE/CD, administration and adult-supervision coursework, and experience | Supervise single- or multiple-site programs and coordinate curriculum and staff development |
These are simplified descriptions. There are alternative pathways to qualification at several permit levels, so students should consult the official CTC Child Development Permit Matrix before determining eligibility.
Core ECE/CD Coursework
For the current permit, the three core areas are:
- Child Growth and Development
- Child, Family, and Community
- Programs/Curriculum
The CTC identifies these as the core coursework areas used within several levels of the current permit.
Why Should I Apply for a Child Development Permit?
A Child Development Permit can document your professional preparation and expand employment and advancement opportunities in early childhood education.
Students are encouraged to consider applying when they first become eligible rather than waiting until they have completed their entire educational program. As you complete additional coursework, degrees, and experience, you may be eligible to advance to a higher permit level.
American River College similarly advises ECE students to apply once they become eligible and to upgrade their permit as they progress through their education. (American River College, n.d.).
How Do I Apply?
Students may apply for a Child Development Permit through the California Commission on Teacher Credentialing (CTC).
Depending on funding availability and eligibility, the Child Development Training Consortium (CDTC) may also provide assistance with Child Development Permit application costs.
When applying, be aware that the CTC must evaluate completed coursework. Coursework that is currently in progress generally cannot be used until the course has been completed and appears on the applicant's transcript.
Changes Are Coming to the Child Development Permit
California is in the process of implementing a revised Child Development Permit system. The California Commission on Teacher Credentialing approved a revised permit matrix after a statewide Child Development Permit Workgroup reviewed the existing system.
When Will the New Permit Begin?
The revised Child Development Permit is anticipated to begin on or about July 1, 2028. Until the revised requirements take effect, students should continue to use the current Child Development Permit requirements when applying for a new permit or upgrading a permit.
Because implementation requires completion of the regulatory process, students should check the CTC website for the most current effective date and requirements. CTC's current public materials state that revised requirements apply to future applicants once they have been adopted into regulation.
The revised system reduces the permit structure from six levels to five and changes both the names and preparation requirements associated with the permit levels. The five revised levels are:
Early Childhood Educator
- ECE 1
- ECE 2
- ECE 3
Early Childhood Administrator
- ECA 1
- ECA 2
The revised structure also changes authorization scopes, increases preparation requirements for several permit levels, eliminates the current Assistant Teacher permit as a standard permit level, and introduces limited-term provisional certification at selected levels. (California Commission on Teacher Credentialing [CTC], 2026).
Revised Early Childhood Educator Levels
ECE 1 — Early Childhood Educator 1
ECE 1 is designed as a supportive-role permit.
The revised matrix identifies:
- 12 units of ECE/CD
- A two-year provisional certification pathway
- The Child Development Associate (CDA) credential as an alternative option
Alternative qualifications will also be available. (CTC, 2026)
ECE 2 — Early Childhood Educator 2
ECE 2 prepares an educator to serve as the teacher of record.
The revised matrix includes:
- An associate degree in ECE or a related field
- Clinical practice
- Adult supervision coursework
- A two-year provisional certification pathway
Alternative qualification pathways will also be available. (CTC, 2026)
ECE 3 — Early Childhood Educator 3
ECE 3 includes responsibility for curriculum coordination and staff development.
The revised matrix includes:
- A bachelor's degree in ECE or a related field
- Clinical practice
- Adult supervision coursework
Alternative qualification pathways will also be available. (CTC, 2026)
Revised Early Childhood Administrator Levels
ECA 1 — Early Childhood Administrator 1
ECA 1 authorizes single-site supervision.
The revised requirements include:
- An associate degree in ECE or a related field
- Clinical practice
- Adult supervision coursework
- 6 units of ECE administration
- Required teaching and supervisory experience
ECA 2 — Early Childhood Administrator 2
ECA 2 authorizes multiple-site supervision.
The revised requirements include:
- A bachelor's degree in ECE or a related field
- Clinical practice
- Adult supervision coursework
- 6 units of ECE administration
- Required teaching and supervisory experience
Alternative qualification pathways will be available for both administrator levels. (CTC, 2026)
What If I Already Have a Child Development Permit?
Current permit holders will not lose their existing permits when the revised system begins.
Under the transition provisions described by the CTC, individuals who already hold a current or previous Child Development Permit may continue to renew that permit under the existing requirements for the duration of their careers.
After the revised system takes effect, individuals entering the permit system, applying for a new permit, or moving to a different permit level will need to meet the requirements that are in effect at that time. (CTC, 2026.) The CTC's proposed regulations likewise state that current and former permit holders retain the ability to hold and renew their existing permit.
Already Have a Child Development Permit?
The revised permit system does not mean that your existing permit disappears. Current permit holders may continue to hold and renew their existing permit under the applicable existing requirements. If you later apply for a different permit level after the new system takes effect, the new requirements may apply.
How Do the Current and Revised Systems Compare?
This table shows the general progression of the two systems and should not be interpreted as a direct one-to-one permit conversion. Students should use the official CTC requirements applicable at the time they apply.
| Current System | Revised System |
|---|---|
| Assistant | Entry/provisional pathway connected with ECE 1 |
| Associate Teacher | ECE 1 |
| Teacher | ECE 2 |
| Master Teacher | ECE 3 |
| Site Supervisor | ECA 1 |
| Program Director | ECA 2 |
| Six permit levels | Five permit levels |
| Current education and experience matrix | Revised education, degree, clinical practice, and experience requirements |
| In effect now | Anticipated on or about July 1, 2028 |
Frequently Asked Questions
Which requirements should I follow right now?
If you are applying before the revised permit system takes effect, use the current Child Development Permit requirements published by the California Commission on Teacher Credentialing.
Should I wait for the new permit before applying?
Students who currently qualify do not need to wait for the revised system. Existing permit holders will be able to continue holding and renewing their permits after the transition.
Will my current permit automatically become one of the new permit levels?
The transition should not be presented as an automatic one-to-one conversion. Current permit holders retain their existing permits and renewal rights. A person seeking a new or different permit level after implementation will be subject to requirements in effect at that time.
Where can I get help determining which permit I qualify for?
Students should review the CTC Child Development Permit requirements and may also contact the CRC Early Childhood Education Department for help understanding how CRC coursework relates to the permit education requirements.
